Afghans: Next force transition starts in 2 months

KABUL, Afghanistan (AP) ? The next phase of transferring security from NATO to Afghan control will begin in two months and aim to cover nearly 90 percent of the country's population, the Kabul government announced Monday.

The transition, which began in early 2011, is slated to give Afghan forces full responsibility for security by the end of 2014, when most NATO troops will have withdrawn.

Misgivings persist about the readiness of Afghan forces, although their numbers have grown rapidly over the past year to more than 330,000. They now shoulder most combat operations, while NATO forces, including some 66,000 U.S., troops are preparing to pull out. The U.S. intends to keep a residual force in Afghanistan past 2014 but the size has yet to be determined.

Ashraf Ghani Ahmadzai, who heads a transition commission, told a news conference that Afghan security forces now are responsible for protecting 75 percent of the population.

"The general assessment is that security is better or the same," Ahmadzai said. The third transition phase began in May and ended Monday. He said that by the end of the fourth phase, the duration of which is open-ended, 87 percent of the people will be protected by Afghan forces.

Targeted for the upcoming transition are 12 provinces, mostly in the north and central regions, as well as a district in the southern province of Helmand, the most violent in the country.

Gen. John R. Allen, commander of foreign forces in the country, called the announcement "another historic step as (Afghanistan) gets closer to taking full responsibility for security of the entire country."

NATO Secretary General Anders Fogh said in a statement that it was a "significant step toward our shared goal of seeing Afghans fully in charge of their own security by the end of 2014."

Beer now considered alcohol, not food, in Russia

Russians, like this Muscovite enjoying some suds at an outdoor pub, will no longer have unfettered access to beer, under a new law that takes effect Jan. 1.

It will be tougher for Russians to cry in their beer in 2013.

Restrictions on when and where beer can be sold go into effect Jan. 1 with a law that declared beer is alcohol, not food.

Under the new rules, beer can only be sold in licensed outlets ? not street kiosks, gas stations and bus depots like it has been. Russians won't be able to buy it from shops between 11 p.m. and 8 a.m., and beer commercials are a thing of the past.

The limits are part of a government effort to reduce alcohol abuse in Russian, where one in five male deaths are linked to booze, according to world health experts.


Not everyone is toasting the change, however.

The brewing industry warns that the crackdown could make harder alcohol even more popular.

"It will be tougher if you want to buy a beer on the way home from work, or pop down from your apartment," Isaac Sheps, chairman of the Union of Russian Brewers, told London's Daily Telegraph.

"So you have to stock at home. And stocking beer is more problematic than stocking vodka. It's bulky, it's big and there's no room for it in small homes. It's much easier to buy two bottles of vodka and manage for your instant need for alcohol.

"So it's quite ironic that this attempt to improve health and lower alcoholism could have the opposite effect and cause people to drink more harmful spirits," Sheps said.

Vodka is king in Russia. Government statistics show the spirit accounted for almost 50 percent of alcohol sales between January and November, while beer rose a bit to 32 percent. Wine had an anemic 10 percent market share. And champagne accounted for 1 percent of sales.

In the past few years, the Russian government has introduced an array of measures aimed at reducing what then-President Dmitri Medvedev called a "national calamity."

"We are used to smoking, drinking, eating a poor diet and doing little sport and then falling ill, and expect to be operated on or take pills to get better," Nikolai Gerasimenko, deputy head of the lower house of parliament's health committee, told Bloomberg in October.

An unidentified male died after being shot multiple times in Jersey City yesterday evening, Gene Rubino, assistant prosecutor with the Hudson County Prosecutor's Office, said in a statement.
The man was shot multiple times near Bergen and Kensington avenues in Jersey City around 8 p.m., officials said.

He was transported by ambulance to the Jersey City Medical Center where he was pronounced dead, officials said.

The Hudson County Prosecutor's Office Homicide Unit and Jersey City Police Department are investigating this fatal shooting, Rubino stated.

No more information was immediately available.

Mom Seeks Police Help Finding Woman in Suspected Cancer Scam

A mother says she will ask police to find the woman who she believes scammed her dying son.

Thomas Doty, 20, of Washington state, died on Dec. 19 after a three-year battle with bone cancer ? but not before a?woman apparently scammed him and his family?into believing a check for $250,000 was on the way.

Family friend Jonathan Hillstrand, star of the show ?Deadliest Catch,? made a video asking for support for Doty. A woman claiming to be a nurse in Indiana soon promised $250,000 to send him to San Diego, pay for experimental cancer treatments, and help the family save their house after the expense of caring for their son.

?This huge yellow bouquet of flowers showed up, [with a note] saying, ?No more worries,?? Tiffany Doty, Thomas?s mother, told ABC News. ?She sent me a text and an email, and it all started, saying, ?I saw your story, and my heart breaks, and I?m going to pay for all this treatment.??

Tiffany Doty says the?woman scammed her family for weeks?? always coming up with an excuse and phony proof that she had already sent the money, including snapshots of bank statements ? as they planned and eventually took Thomas to San Diego, planning to receive treatments.

?She was always out of town or out of the country, so it was always difficult for her to get things done, and then we sent the wire info, and that didn?t happen because she got one number wrong, and it became obvious after a couple weeks that this is not happening,? Tiffany Doty said. ?That?s when, my sister just called the local news here ? and that?s when we got a huge outpouring from the public and that was enough to get him down there.?

Thomas Doty flew to San Diego hoping to receive experimental treatments not covered by the family?s insurance, Tiffany Doty said. She blames the woman for lost time in addition to false hopes.

?When we started him down there he was just in a little bit of back pain,? Tiffany Doty says of preparing to take her son to San Diego. ?By the time we got him down there he was on 300 milliliter of morphine a day.?

All the while, Tiffany Doty said she told the woman to let her know if the money wouldn?t come, or if the woman had changed her mind about wanting to send it. Tiffany Doty said she received messages purportedly from the woman?s mother ? messages she now believes were sent by the woman herself.

?She?s never been a nurse anywhere in the United States that we can find. There?s a lot of things that we?ve looked at, a lot of emails we?ve sent,? Tiffany Doty told ABC News. ?Nothing checks out at all, except that she?s shut down her Twitter account, and things like that.?

While Thomas and his family waited for the money, his condition worsened.

?Between the time of getting [to San Diego] and the time she wasted, there was another tumor growing that started out the size of a grape, and when the eight weeks went by it was the size of an orange,? Tiffany Doty said.

Her son, she says, was crushed when they realized the money would never come.

Now, Tiffany Doty will go to police.

?The last thing he wanted is for her to be found and not to be able to hurt anyone else, and so that is my mission,? Tiffyany Doty told ABC.

Her mother, Thomas?s grandmother, has contacted the Federal Bureau of Investigation, Tiffany Doty said.

?She just called to ask questions about the laws, and would they go after her, would they investigate,? she said. ?They indicated that there?s something there to pursue.?

Tiffany Doty says she plans to file a report with the local police. She believes the woman gave a fake name, she said, and that her family was scammed by someone who has been doing the same thing to other people for a long time.

?We are going to file charges,? Tiffany Doty said. ?I?m sure there are cyberstalking laws, fraud. I personally am just wiped out. I am beyond wiped out, but my son wanted her found, and he is not a vindictive person.?

Aside from finding justice, the Doty family is facing immediate financial struggles and is asking the public for help. Through their website, HealThomas.com, they are asking for donations to help them save their home. Both Tiffany and her husband are out of work, she told ABC.

?We were a normal family,? Tiffany Doty said. ?We had great jobs, and two years worth of savings, everything that you need. Our house is going to be auctioned on Jan. 11.?

With college tuition costs skyrocketing???an estimated $1 trillion in student loan debt now exceeds credit card debt in the U.S.???many families are rethinking the traditional path to career success. As it turns out, a four-year college degree isn?t the only way to land a good-paying job. A recent?study?by financial literacy website?NerdWallet, based on forecasts by the U.S. Bureau of Labor Statistics, reveals that jobs requiring only a two-year associate?s degree will have the highest average growth through 2020.

?The common, accepted advice is to go to school for four years or longer, but there are great opportunities to go for less time and still get a high return on your investment,? says Joseph Audette, VP of financial literacy and education?at NerdWallet. ?It?s not just about going to college. It?s about going with a plan for success.?

The average growth rate of all jobs by 2020 is just 14 percent, while high-growth jobs requiring an associate?s degree will grow by an average of 35 percent. At the same time, associate?s degrees have the shortest payback period. Lower tuition rates coupled with high median earnings on the job means these graduates pay off their tuition in just two years, on average.

Furthermore, many of the jobs that require only an associate?s degree pay more than those requiring a bachelor?s or master?s. ?Why go through additional years of school and have more debt when the job isn?t going to be paying as much?? asks Audette.

According to Nerdwallet?s analysis of the 10 best-paying jobs for associate?s degree holders,?air traffic controllers?come out on top, earning a median salary of $108,000. These students must attend a Federal Aviation Administration certified school and receive long-term on-the-job training. However, while it is very well paid, it?s also stressful and not expected to be a high-growth job.

When comparing the lists of the highest-paying jobs and the fastest-growing jobs that require only an associate?s degree, three jobs emerge as the best.?Registered nurses?earn a median of $65,000 and will grow by 26 percent, with a whopping 3.5 million jobs projected for 2020.?Medical sonographers, who administer ultrasounds, earn $64,000 a year and will grow by 44 percent, and?dental hygienists?earn $68,000 and will grow by 38 percent.

Many of these jobs are health?care and engineering support positions, driven by the aging baby boomer population and the increasing automation of technology and manufacturing machinery. Hiring more support positions versus highly trained professionals is more cost-efficient for employers, says Audette, who expects the trend to continue over the next few decades.

Exhausting agricultural land threatening food ... - Real Estate India

The economy of Jammu and Kashmir is predominantly agriculture based, where more than seventy per cent population is directly or indirectly associated with agriculture and its allied sectors. However, over the years, a disturbing trend has been witnessed, which continued to grip the state during 2012.

The conversion of prime agricultural land for construction and other commercial activities is threatening the food security here. This is particularly true in the Kashmir region, where prosperity is giving way to urbanisation.

It was this trend which was highlighted in the Economic Survey Report 2011-12 tabled by the J&K Government in the Assembly during the Budget Session in March.

The survey while pointing out the figures related to the shrinking of the agricultural land had recommended huge investments in the agriculture sector for ensuring food security in the state.

?Regardless of its importance to growth, income, food and nutritional security, the sector is witnessing a gradual slump in its contribution to the Gross State Domestic Product (GSDP). The estimated percentage contribution of the agriculture sector and its allied sectors is likely to be 19.41 per cent in 2010-11 as against the corresponding share of 28.06 per cent registered in 2004-05,? the report states.

Needles to say, agriculture has held a crucial place in the economy and culture of the state, where about 75 per cent of the population resides in the rural areas and is directly or indirectly linked with this sector for livelihood.

Though the government has also expressed its concern over the diminishing agricultural holdings and the conversion of land for construction and other purposes, so far the efforts for checking this trend have failed.

In fact, several attempts were made by legislators to pass a bill but neither the PDP nor the ruling National Conference has been able to bring out a legislation in their tenures banning the conversion of agricultural land in the state. Concerns in this regard compelled the J-K High Court to direct state government on December 18 to make plans to cater to the increasing demand for residential places in Srinagar.

The double Bench of the high court, which passed the orders, observed that limited available space for residential purposes resulted in illegal activities like conversion of agriculture lands.

Nevertheless, officials of the Agriculture Department of the state hope to register a growth in the production of saffron in south Kashmir this year. Officials say in 2012, the production of the saffron has been around 10 metric tones compared to 9.5 metric tonnes last year.

The higher yield has been possible by providing better inputs and high quality seeds to saffron farmers of Kashmir. Besides, under the Centrally-sponsored ?National Saffron Mission?, more areas are being brought under saffron cultivation in the region.

The horticulture sector of the state, which mostly includes the apple and the dry fruit industry, is on a path to revival with farmers taking recourse to technical aids and high density plantation.

More and more agricultural lands meant for paddy cultivation are now being brought under the apple cultivation.

The prime reasons for farmers shunning paddy cultivation and taking up apple growing and harvesting are better returns in terms of high yield and financial support to families in rural areas.

They are also considered to be complicated because unlike normal grief these symptoms will continue regardless of the amount of time that has passed and despite treatment given from tricyclic antidepressants.[27]In the study "Bereavement and Late-Life Depression: Grief and its Complications in the Elderly" six subjects who had symptoms of complicated grief were given a dose of Paroxetine which is a selective serotonin reuptake inhibitor and showed a 50% decrease in their symptoms within a three month period. The Mental Health Clinical Research team theorizes that the symptoms of complicated grief in bereaved elderly are an alternative of post-traumatic stress. These symptoms were correlated with cancer, hypertension, anxiety, depression, suicidal ideation, increased smoking, and sleep impairments at around six months after spousal death.[27]A treatment that has been found beneficial in dealing with the symptoms associated with complicated grief is the use of serotonin specific reuptake inhibitors such as Paroxetine. These inhibitors have been found to reduce intrusive thoughts, avoidant behaviors, and hyperarousal that are associated with complicated grief. It might be privately at first but as parents move away from the silence they can move into a more proactive healing time.?[31][edit]Death of a spouseAlthough the death of a spouse may be an expected change, it is a particularly powerful loss of a loved one. A spouse often becomes part of the other in a unique way: many widows and widowers describe losing 'half' of themselves. After a long marriage, at older ages, the elderly may find it a very difficult assimilation to begin anew.At younger ages as well, a marriage relationship was often a profound one for the survivor. And finally, it must be taken into account as a factor the manner in which the spouse passed away. The survivor of a spouse who died of an illness has a different experience of such loss than a survivor of a spouse who died by, say, an act of violence. The grief, in all events, however, can always be of the most profound sort to the widow and the widower.Furthermore, most couples have a division of 'tasks' or 'labor', e.g., the husband mows the yard, the wife pays the bills, etc. which, in addition to dealing with great grief and life changes, means added responsibilities for the bereaved. Social isolation may also become imminent, as many groups composed of couples find it difficult to adjust to the new identity of the bereaved, and the bereaved themselves have great challenges in reconnecting with others. Siblings who enjoy a close relationship participate in each other's daily lives and special events, confide in each other, share joys, spend leisure time together (whether they are children or adults), and have a relationship that not only exists in the present but often looks toward a future together (even into retirement).[citation needed]Siblings who play a major part in each other's lives are essential to each other. Adult siblings eventually expect the loss of aging parents, the only other people who have been an integral part of their lives since birth, but they do not expect to lose their siblings early; as a result, when a sibling dies, the surviving sibling may experience a longer period of shock and disbelief.[citation needed]Overall, with the loss of a sibling, a substantial part of the surviving sibling's past, present, and future is also lost. Since such children usually have no support or acknowledgement from any source outside the family unit, this is likely to be experienced as?disenfranchised grief.[citation needed]Relocations?can cause children significant grief, particularly if they are combined with other difficult circumstances, such as neglectful and/or abusive parental behaviors, other significant losses, etc.[37][38]Loss of a friend or classmateChildren may experience a loss during their childhood through the death of a friend or a classmate. This can be especially traumatic if the classmate dies during school. This can happen through sports, illness, bullying and tragically school shootings. Of course a friend or classmate could die off school grounds and it is extremely important to help students cope with their intense feelings and assure them they are not alone. The schools regardless of where one of the students dies should establish a children's support group to relieve the affects of such a quick loss or traumatic loss and alleviate any other events that may come from this loss. This type of service has positively impacted students and decreased levels of PTSD and trauma related anxiety. Caregivers, teachers and professionals can encourage the children to express their feelings through music, art and writing to reduce the re-traumatizing affect of repeatedly bring up the catastrophic event.?[39][edit]Other lossesPeople who become unemployed, such as these California workers, may face grief from the loss of their jobParents may grieve due to loss of children through means other than death, for example through loss of?custody?in divorce proceedings; legal termination ofparental rights?by the government, such as in cases of?child abuse; through kidnapping; because the child voluntarily left home (either as a runaway or, for children over 18, by leaving home legally); or because an adult refuses or is unable to have contact with a parent. Bird watchers fan out for annual Audubon Society count

Bird enthusiasts fanned out across the Bay Area yesterday to take part in the Golden Gate Audubon Society's Christmas Bird Count.

Bird count organizer and compiler Dan Murphy said that about 125 volunteers in 18 teams had headed out to various spots, counting as many birds and species as possible between sunrise and sunset.

"We (had) a team downtown, one in Fort Mason, one in the Presidio, one at Lands End," Murphy said, including three separate teams at Ocean Beach.

Golden Gate Audubon Society spokeswoman Ilana Debare, who joined teams combing the coast near the Cliff House and in the Presidio, said the clear weather was making it a great day for bird watching.

"We really lucked out," she said. "It's a beautiful day, great visibility."

Additional teams were stationed south of the city in South San Francisco, Colma, and Sharp Park in Pacifica, Murphy said.

The San Francisco-area bird count has taken place since 1983. It is one of 20 that occur in the Bay Area each year and one of more than 2,000 that happen throughout North America between Dec. 14 and Jan. 5, Murphy said.

The results are compiled into a national scientific database that helps promote the conservation of threatened habitats, guide local
development projects, monitor the status of threatened bird populations, and detect patterns in weather phenomena, Murphy said.

In 2011, 176 separate species and 60,704 individual birds were tallied in the San Francisco count, Murphy said.

"I think that was a record for us," he said.

"Bhuvneshwar carried very well from the last game. He is new talent that we have found, who can get better for India," said Yuvraj.

"Ishant came in after a couple of months and took the responsibility of bowling the last over. This showed they have learnt their lessons from the previous games," he added further.

Yuvraj also welcomed the inclusion of young players in the national T20 side, saying, "New players are coming and the format is such that new players can perform well also. The inclusion of youngsters is very important in T20 cricket. The mix of youngsters and seniors is important."

The archrivals will next play three One Day Internationals at Chennai (December 30), Kolkata (January 3) and Delhi (January 6).

Clanton leads Central Florida past Belmont 66-63

Keith Clanton had 26 points and 10 rebounds, and Central Florida held off Belmont for a 66-63 victory on Saturday night in the UCF Holiday Tournament.

Isaiah Sykes chipped in 16 points and seven rebounds, and Kasey Wilson contributed 10 points and eight rebounds for Central Florida (9-3).

Ian Clark scored 21 points for Belmont (9-4), and Kerron Johnson added 18 points and eight rebounds. Trevor Noack had 12 points and six rebounds.

The Knights led 33-21 at the half and 56-45 on Keith Clanton's layup with 4:42 to go, but the Bruins chipped away. They pulled to 63-61 on Noack's 3-pointer with 35 seconds left, but Calvin Newell, Clanton and Sykes each made 1 of 2 free throws to preserve the win.

New, gentler snowstorm heads for Northeast

It won't be a blockbuster snowfall, but most of the big cities in the Northeast will get one to three inches of snow. The Weather Channel's Chris Warren reports.

As airlines dig out from the massive storm that grounded thousands of flights and affected hundreds of thousands of holiday travelers earlier this week, a new system is expected to deliver up to 4 inches of snow in major cities across the Northeast on Friday night and into Saturday, while some less populated areas could see a foot and a half of snow.

The system isn?t shaping up to be as deadly or disruptive as the one that just exited the Northeast.?"This storm will move at a rather brisk pace, so we don't expect any overwhelming snow amounts," weather.com reported.

New York City can expect 2-4 inches Saturday morning and into the evening, NBCNewYork.com reported, calling it a "postcard" storm ideal for sledding and strolling.

Washington, D.C., is looking at 1-3 inches, NBCWashington.com was forecasting. Some of that snow is likely to mix with rain.


Freezing rain -- making for treacherous travel conditions -- was predicted for parts of Maryland, Pennsylvania, Virginia and West Virginia while significant rain was likely along the New Jersey, Virginia and Maryland coasts, the?National Weather Service?said.

The weather service forecast 12 to 18 inches of snow for northern New England, accompanied by freezing rain and sleet.

Tom Olney, a 50-year-old stay-at-home father of two, was making plans to go sledding with his children in their hometown of Wayland, Mass.?

"We love snow," Olney told Reuters. "What else are you going to do when it's this wet and cold out?"?

Western Massachusetts, like much of the Northeast, had an uncharacteristically mild winter last year, but residents such as Olney say they are ready for a more typical cold season.?

"Mother Nature doesn't usually give you two in a row," he said. "We've still got a lot of supplies from last year, so I guess we're ready for it now."?

Eleven inches of snow was forecast for Buffalo, N.Y., where some 8 to 12 inches of snow fell overnight into Thursday. Prior to that, Buffalo was 23 inches below average for this time of year, the weather service said.

"It's just a reminder: Winter is here," said Tom Paone of the National Weather Service in Buffalo.

The earlier winter storm was tied to at least 17 deaths and?forced the cancellation of thousands of airline flights. It?dumped record snow in north Texas and Arkansas before sweeping through the South on Christmas Day and then veering north where the Adirondacks got 20 inches of snow.

More than 2,000 flights have been canceled, and more than 200,000 customers are without power in several Southern states as the impact of severe winter weather was felt across the nation. NBC's Eric Fisher reports.

It also triggered tornadoes and left almost 200,000 homes and businesses in Arkansas and Alabama lost power on Wednesday.

In Arkansas, 135,000 homes and businesses were still without power Friday morning, and the state's largest utility said many might not get it back until after Jan. 1. Freezing rain was expected Friday, making it harder for utility crews to repair lines.

Deena Brazell spent a night in her car for warmth, though she hadn't planned it that way.

"Everything in the apartment is electric. I stayed in the apartment the first night. After that, it got cold really quick," she told The Associated Press. "I went out to charge the phone and fell asleep, then I just decided to stay."?
