Storm that buried Plains slams Great Lakes region

CHICAGO (Reuters) - A powerful winter storm that buried the U.S. Plains moved on Tuesday into the southern Great Lakes region, where it snarled the evening commute in Chicago and Milwaukee, created near-whiteout conditions and forced hundreds of flight cancellations.

Wind gusts of up to 35 miles per hour (56 km per hour) hurled a potent blend of wet snow and sleet on north-central Illinois, southern Wisconsin and northern Indiana and Ohio, according to the National Weather Service.

More than 500 flights were canceled at Chicago's O'Hare International and Midway airports, according to the Chicago Department of Aviation. Those flights that managed to take off or land faced delays of up to an hour.

The Illinois Tollway agency, which maintains nearly 300 miles of highway around Chicago, deployed its fleet of more than 180 snowplows to keep the roads clear.

As the afternoon rush hour began in Chicago, blowing snow reduced visibility and created treacherous driving conditions, doubling average travel times in and out of the city on major expressways, according to Traffic.com.

The Wisconsin Department of Transportation warned that much of Interstate 94 between the Illinois state line and Milwaukee was ice covered.

In Chicago, the city's public school system, the third-largest school district in the country, canceled all after-school sporting events, including six state regional basketball games.

The snowstorm may have discouraged some voters in Chicago and its suburbs from voting in a special election primary to replace indicted Congressman Jesse Jackson Jr., who resigned the seat in November citing health concerns.

Forecasters with the National Weather Service said the storm would continue to move eastward, dumping 3 to 5 inches of wet snow on Detroit overnight and into Wednesday morning.

It is then expected to move slowly into the Northeast, largely avoiding the cities of New York, Boston and Washington, D.C., but bringing snow to parts of New York state, Vermont, New Hampshire and Maine, said Brian Korty, a meteorologist with the National Weather Service.

"It's going to linger for a long time over portions of the Northeast," Korty said.

'POTPOURRI OF WINTRY WEATHER'

Parts of New York and Pennsylvania could get a "sloppy mix" of snow, ice and rain. Already, ice accumulations were causing sporadic power outages across higher terrains of western Maryland, eastern West Virginia and far western Virginia, said Erik Pindrock, a meteorologist with AccuWeather.

"It's a very multi-faceted storm," Pindrock said. "It's a whole potpourri of wintry weather."

In Oklahoma, Texas and Kansas, where the storm hit earlier, residents were digging out.

Highways in the Texas and Oklahoma panhandles and parts of Kansas remained closed because of heavy and drifting snow.

Amarillo, Texas, saw 19 inches of snow Sunday night into Monday, the third-largest snowfall ever in that city, Pindrock said.

In Kansas, a woman died and three passengers were injured Monday night on Interstate 70 when their pickup truck rolled off the icy roadway in Ellis County, Kansas Governor Sam Brownback said. Earlier Monday, a man was killed when his car veered off the interstate in Sherman County near the Colorado border, he said.

"We urge everyone to avoid travel and be extremely cautious if you must be on the roads," said Ernest Garcia, superintendent of the Kansas Highway Patrol.

A 58-year-old man and his 69-year-old sister died from carbon monoxide poisoning in Kansas City, Kansas, from a gas generator being used in their home because they lost power Tuesday in the snowstorm, said Deputy Fire Chief Craig Duke.

In northern Oklahoma, one person died when the roof of a home partially collapsed in the city of Woodward, said Matt Lehenbauer, the city's emergency management director.

"We have roofs collapsing all over town," said Woodward Mayor Roscoe Hill Jr. "We really have a mess on our hands."

Kansas City, Missouri, was also hard hit by the storm, which left snowfalls of 7 to 13 inches in the metro region on Tuesday, said Chris Bowman, meteorologist for the National Weather Service. Another 1 to 3 inches is forecast for Tuesday evening and nearly two-thirds of the flights at Kansas City International Airport Tuesday afternoon were canceled.

In addition to the winter storm, National Weather Service forecasters on Tuesday issued tornado watches across central Florida and up the eastern coast to South Carolina.

Nuclear talks "useful", Western official says

ALMATY (Reuters) - World powers held a "useful" meeting with Iran over its nuclear program in the Kazakh city of Almaty on Tuesday and will continue negotiations on Wednesday, a Western official said.

"We had a useful meeting today, discussions took place this evening, we are meeting again tomorrow," the official said, speaking on condition of anonymity.

The six countries - the United States, Russia, China, France, Britain and Germany - are hoping to use a combination of diplomacy and sanctions to persuade Iran to scale back nuclear work that they suspect has a military dimension. Iran says the program is purely peaceful.

Suspect in Vegas murder brags about fast life

LAS VEGAS (AP) ? Las Vegas triple murder suspect Ammar Harris has a smirk on his face in a 90-second YouTube video that shows him flashing a thick stack of $100 bills.

The video is just one of many online displays of bravado being examined by police in which Harris boasts of a high-rolling lifestyle of luxury cars, prostitutes and boat trips with scantily clad women. The 26-year-old is the subject of a multi-state manhunt after a Maserati driver was shot dead on the Las Vegas Strip last Thursday and a taxi driver and passenger died in the fiery chain reaction crash that followed.

Wearing a red baseball cap and crisp white shirt with flashy sunglasses tucked in the collar, Harris asks nonchalantly whether viewers will "help me count something," and then fans out a stack of bills.

The video he took of himself in a bathroom cuts away to a pile of cash on the counter; Harris drops a bill and says "50."

"I could keep going, I could keep going ... but like, I don't feel like countin' anymore," he says. "I got another bag. But I think I proved my (expletive) point."

Las Vegas Police Officer Bill Cassell declined to comment on the video, saying it was open to the interpretation of individual viewers. But he said detectives are getting plenty of leads on Harris, whose face is splashed across billboards along Las Vegas freeways.

"I'm sure the widespread publicity, as well as the blatant, heinous nature of the crime, is motivating people to contact us," Cassell said.

Authorities believe Harris shot from a Range Rover he was riding in along with Tineesha Lashun Howard, a 22-year-old from Miami who has been arrested multiple times on charges including prostitution, trespassing, possession of a stolen vehicle and grand larceny. Police have named Howard, who also goes by the name Yenesis "Yeni" Alfonzo, a person of interest in the case.

Harris was arrested last year in Las Vegas in a 2010 prostitution case using the name Ammar Asim Faruq Harris. He was charged with robbery, sexual assault, kidnapping and coercion with a weapon, and police sought charges of pandering by force and felon in possession of concealed weapon. Court records show that case was dismissed last June.

But while the courts haven't convicted him of pimping, his bold social media persona suggests otherwise.

In Twitter postings attributed to Harris and reviewed by the Las Vegas Review-Journal (http://bit.ly/ZzEO2i ) before the feed was apparently disabled Tuesday, Harris brags that his house is full of women, and they're all paying him. In one August post quoted by the newspaper, he writes, "there's nothing wrong with paying for (sex)...as long as you paying one of my (women)."

Harris posts pictures of a Bentley and an Aston Martin, and mug shots from his own arrests. Harris was convicted in South Carolina in 2004 of felony possession with intent to sell a stolen pistol and convicted in Atlanta of a misdemeanor marijuana possession charge.

Harris also discusses plans for his own birthday party aboard a boat on the Atlantic Ocean, complete with a $1,000 bikini contest.

The fast life Harris boasts of is not unlike the online persona projected by 27-year-old shooting victim Kenneth Wayne Cherry Jr.

Cherry, who went by the stage name "Kenny Clutch," is seen in a YouTube video driving his luxury car down the Strip and rapping about a "Maserati, paid 120 for it."

Police say the two argued in the valet area of the Aria casino before dawn Thursday. The dispute took a deadly turn in the tourist corridor when shots were fired from a Range Rover and into Cherry's Maserati, which sped forward through a red light and slammed into a taxi.

The taxi exploded, killing 62-year-old driver Michael Boldon and 48-year-old passenger Sandra Sutton-Wasmund, a businesswoman visiting from Maple Valley, Wash. Four other cars crashed, injuring several other people and closing the intersection in the heart of Las Vegas for an entire day.

Police found the Range Rover two days later parked at the gated Las Vegas apartment complex where Harris lived, but there was no sign of Harris.

Kenya: Official who oversaw 2007 chaotic poll dies

NAIROBI, Kenya (AP) ? Kenya's former electoral chief who oversaw a flawed electoral process in 2007 has died following a battle with cancer.

A family spokesman, John Musyoki, says the 74-year-old Samuel Kivuitu died Monday of cardiac arrest. The death comes one week before Kenya holds its next presidential elections, the first since a flawed 2007 vote triggered violence in which more than 1,000 people were killed and 600,000 were evicted from their homes.

A 2008 government report said the electoral commission overseeing the 2007 poll lacked independence, capacity and functionality. The report said results of that election were so perverted it was impossible to determine who won the presidency.

Kenyan leaders hope a new constitution, an improved judiciary and police reforms will help next week's election proceed without violence.

Quantity of sugar in food supply linked to diabetes rates, researcher says

Feb. 27, 2013 ? Does eating too much sugar cause diabetes? For years, scientists have said "not exactly." Eating too much of any food, including sugar, can cause you to gain weight; it's the resulting obesity that predisposes people to diabetes, according to the prevailing theory.

But now the results of a large epidemiological study suggest sugar may also have a direct, independent link to diabetes. Researchers from the Stanford University School of Medicine, the University of California-Berkeley and the University of California-San Francisco examined data on sugar availability and diabetes rates from 175 countries over the past decade. After accounting for obesity and a large array of other factors, the researchers found that increased sugar in a population's food supply was linked to higher diabetes rates, independent of obesity rates.

Their study was published Feb. 27 in PLOS ONE.

"It was quite a surprise," said Sanjay Basu, MD, PhD, an assistant professor of medicine at the Stanford Prevention Research Center and the study's lead author. The research was conducted while Basu was a medical resident at UCSF.

The study provides the first large-scale, population-based evidence for the idea that not all calories are equal from a diabetes-risk standpoint, Basu said. "We're not diminishing the importance of obesity at all, but these data suggest that at a population level there are additional factors that contribute to diabetes risk besides obesity and total calorie intake, and that sugar appears to play a prominent role."

Specifically, more sugar was correlated with more diabetes: For every additional 150 calories of sugar available per person per day, the prevalence of diabetes in the population rose 1 percent, even after controlling for obesity, physical activity, other types of calories and a number of economic and social variables. A 12-ounce can of soda contains about 150 calories of sugar. In contrast, an additional 150 calories of any type caused only a 0.1 percent increase in the population's diabetes rate.

Not only was sugar availability correlated to diabetes risk, but the longer a population was exposed to excess sugar, the higher its diabetes rate after controlling for obesity and other factors. In addition, diabetes rates dropped over time when sugar availability dropped, independent of changes to consumption of other calories and physical activity or obesity rates.

The findings do not prove that sugar causes diabetes, Basu emphasized, but do provide real-world support for the body of previous laboratory and experimental trials that suggest sugar affects the liver and pancreas in ways that other types of foods or obesity do not. "We really put the data through a wringer in order to test it out," Basu said.

The study used food-supply data from the United Nations Food and Agricultural Organization to estimate the availability of different foods in the 175 countries examined, as well as estimates from the International Diabetes Foundation on the prevalence of diabetes among 20- to 79-year-olds. The researchers employed new statistical methods derived from econometrics to control for factors that could provide alternate explanations for an apparent link between sugar and diabetes, including overweight and obesity; many non-sugar components of the food supply, such as fiber, fruit, meat, cereals and oils; total calories available per day; sedentary behavior; rates of economic development; household income; urbanization of the population; tobacco and alcohol use; and percentage of the population age 65 or older, since age is also associated with diabetes risk.

"Epidemiology cannot directly prove causation," said Robert Lustig, MD, pediatric endocrinologist at UCSF Benioff Children's Hospital and the senior author of the study. "But in medicine, we rely on the postulates of Sir Austin Bradford Hill to examine associations to infer causation, as we did with smoking. You expose the subject to an agent, you get a disease; you take the agent away, the disease gets better; you re-expose and the disease gets worse again. This study satisfies those criteria, and places sugar front and center."

"As far as I know, this is the first paper that has had data on the relationship of sugar consumption to diabetes," said Marion Nestle, PhD, a professor of nutrition, food studies and public health at New York University who was not involved in the study. "This has been a source of controversy forever. It's been very, very difficult to separate sugar from the calories it provides. This work is carefully done, it's interesting and it deserves attention."

The fact that the paper used data obtained over time is an important strength, Basu said. "Point-in-time studies are susceptible to all kinds of reverse causality," he said. "For instance, people who are already diabetic or obese might eat more sugars due to food cravings."

The researchers had to rely on food-availability data for this study instead of consumption data because no large-scale international databases exist to measure food consumption directly. Basu said follow-up studies are needed to examine possible links between diabetes and specific sugar sources, such as high-fructose corn syrup or sucrose, and also to evaluate the influence of specific foods, such as soft drinks or processed foods.

Another important future step, he said, is to conduct randomized clinical trials that could affirm a cause-and-effect connection between sugar consumption and diabetes. Although it would be unethical to feed people large amounts of sugar to try to induce diabetes, scientists could put participants of a study on a low-sugar diet to see if it reduces diabetes risk.

Basu was cautious about possible policy implications of his work, stating that more evidence is needed before enacting widespread policies to lower sugar consumption.

However, Nestle pointed out that the findings add to many other studies that suggest people should cut back on their sugar intake. "How much circumstantial evidence do you need before you take action?" she said. "At this point we have enough circumstantial evidence to advise people to keep their sugar a lot lower than it normally is."

Breast cancer survivor stresses need for early detection, treatment

AWKA?A survivor of breast cancer, Miss Juliet Agunwa has begun an awareness campaign on how to ensure early detection of the disease, advising women to constantly examine themselves and go for early treatment when detected.

Delivering a lecture to secondary school students on breast cancer and its curability at Nkpor in Anambra State, Agunwa argued that breast cancer killed many women in Nigeria due to ignorance and stigmatisation of the victims.

Aguwa, who is the founder of ?Courage to Dare Foundation?, a non-governmental organisation, NGO, noted that what every person having challenges of cancer needed was love and encouragement.

She said: ?A lot? of people need the information; people have actually shown the interest to learn about how to prolong their life and how to cut down the death rate caused by breast cancer.

?Educating people about cancer is something I always look forward to because when I was diagnosed of breast cancer, I thought that my world had turned for the worst.?

Fire at illegal market In India kills at least 19

KOLKATA, India (AP) ? A fire broke out at an illegal six-story plastics market in the Indian city of Kolkata early Wednesday, killing at least 19 people, police said.

The blaze, which started before 4 a.m., was likely caused by a short circuit, said West Bengal fire minister Javed Khan. The fire was under control by mid-morning, he said, but toxic gases being released by the blaze were hampering rescue efforts.

A police official, speaking on condition of anonymity because he was not authorized to talk to the media, said at least 19 people had died. He said police were looking for the owner of the building, which was filled with dozens of small shops selling various plastic products.

Another 10 people were hospitalized in critical condition and the death toll was expected to rise, Khan said.

He called the scene of the fire "an illegal, unauthorized market."

However, local residents said the market had been operating in the building for nearly 40 years. They said there was only one entrance to the building, which made rescue efforts difficult.

The building housed several warehouses on its upper floors where chemicals, paper and plastics were stored.

Police said the victims were porters working in the market who also slept there at night. Eighteen of the dead were men.

Mamata Banerjee, the state's top elected official, visited the site soon after the blaze was brought under control and ordered the building's owners to install fire safety equipment within two months.

Banerjee said the previous government that ruled the state for more than three decades had allowed the building to operate without any permits or safety measures.

She said she has ordered police, firefighters and the city administration to file a report on the cause of the blaze and take steps to prevent the recurrence of such fires.

In December 2011, at least 93 people died in a fire in a hospital in Kolkata. Soon after that, Banerjee promised that her government would crack down on lax safety procedures in public buildings.

Safety regulations are routinely ignored in India, where fire escapes and evacuation drills are rare. Even if fire extinguishers are present, they are almost never serviced.

Which? research has revealed the most common reasons why travel insurers turn down claims because of clauses in the small print.

We found members were getting what they felt were legitimate claims turned down because of small print covering the health of relatives, how an incident was reported, how belongings were monitored, and taxes.

We looked at details of policies after we asked more than 9,000 Which? members about their experience of making insurance claims. Of the members who had made travel insurance claims in the previous two years, 10% had a claim rejected.?

Travel insurance claims

This was higher than any other sector and nearly double that of home and phone sectors, which had the next highest rate of rejection.?

Travel insurance also had a lower rate of satisfaction with claims, scoring 66% compared to the 75% average of the other sectors we looked at.

Many members complained about their treatment when they had to cancel a holiday because a relative was ill. They had claims rejected because the insurer argued that the relatives' conditions were pre-existing and should have been declared.

Medical insurance claims

This included one case involving what doctors confirmed was a 'sudden and unexpected' death of a customer's son-in-law the day before the holiday was due to start.

Some insurers say medical conditions of relatives as distant as cousins must be declared on buying a policy. We think this is unreasonable as it requires consumers to ask all their extended family about their health before buying a policy. Other insurers say you must declare only relatives' conditions you are aware of. We think this is slightly better.

Theft and loss claims

Another common reason for rejection was insurers saying customers had not reported a lost or stolen item to police within 24 hours. One member had a claim turned down for that reason even though they lost their glasses on a cruise ship.

It's reasonable to ask for evidence that an item is lost, but we don't think lost items should have to be reported to police within 24 hours. We prefer insurance terms that say lost or stolen items should be reported to relevant authorities as soon as possible.

Insurers also rejected claims because they said stolen items were not properly supervised. This included items that were only a few feet away from a customer on a crowded train, and others that were out of sight for only a second in a hotel.

Lost baggage claims

Insurers have to be reasonable when they decide what is unattended, and the Financial Services Ombudsman has upheld complaints against insurers who have been too strict - including one who refused to pay a claim for baggage that was lost after it was given to a hotel porter.

Many members who had to cancel a flight complained about insurers refusing to pay for the taxes element of the fare, which in one case made up nearly half of a ?1,100 ticket. When insurers do this, it means customers have to claim the taxes back from airlines, who normally charge an admin fee, which can sometimes be as much as the tax.

Although it may be reasonable for insurers to ask customers to try the airline first, if the airline refuses or charges an admin fee that cancels out the refund, the Financial Services Ombudsman thinks insurers should pay.

We advise checking insurers terms and conditions in these areas before you buy a policy. Ideally, you should check all the terms and conditions before buying a policy.

A Which? spokesperson said, 'If you have a claim rejected, the financial ombudsman can take up your case if an appeal with the insurer fails.'

Syria says it's prepared to talk with armed rebels

BEIRUT (AP) ? Syria said Monday it is prepared to hold talks with the armed rebels bent on overthrowing President Bashar Assad, the clearest signal yet that the regime is growing increasingly nervous about its long-term prospects to hold onto power as opposition fighters make slow but persistent headway in the civil war.

The offer, by Syrian Foreign Minister Walid al-Moallem during a visit to Moscow, came hours before residents of Damascus and state-run TV reported a huge explosion and a series of smaller blasts in the capital, followed by heavy gunfire.

State-run news agency SANA said there were multiple casualties from the explosion, which it said was a suicide car bombing.

The proposal marked the first time that a high-ranking regime official has stated publicly that Damascus would be willing to meet with the armed opposition. But al-Moallem did not spell out whether rebels would first have to lay down their weapons before negotiations could begin ? a crucial sticking point in the past.

The regime's proposal is unlikely to lead to talks. The rebels battling the Syrian military have vowed to stop at nothing less than Assad's downfall and are unlikely to agree to sit down with a leader they accuse of mass atrocities.

But the timing of the proposal suggests the regime is warming to the idea of a settlement as it struggles to hold territory and claw back ground it has lost to the rebels in the nearly 2-year-old conflict.

Opposition fighters have scored several tactical victories in recent weeks, capturing the nation's largest hydroelectric dam and overtaking airbases in the northeast. In Damascus, they have advanced from their strongholds in the suburbs into neighborhoods in the northeast and southern rim of the capital, while peppering the center of the city with mortar rounds for days.

Monday night's explosion struck about 800 yards (meters) from Abbasid Square, a landmark plaza in central Damascus. It was followed by several other smaller blast thought to be mortar shells landing in various districts of the capital. The blasts and subsequent gunfire caused panic among residents who hid in their apartments.

On Thursday, a car bomb near the ruling Baath Party headquarters in Damascus killed at least 53 people, according to state media.

While the momentum appears to be shifting in the rebels' direction, the regime's grip on Damascus remains firm, and Assad's fall is far from imminent.

Still, Monday's offer to negotiate with the armed opposition ? those whom Assad referred to only in January as "murderous criminals" and refused to talk with ? reflects the regime's realization that in the long run, its chances of keeping its grip on power are slim.

Asked about al-Moallem's remarks, U.S. State Department spokesman Patrick Ventrell said the offer of talks was a positive step "in the context of them raining Scuds down on their own civilians." But he expressed caution about the seriousness of the offer.

"I don't know their motivations, other than to say they continue to rain down horrific attacks on their own people," Ventrell told reporters in Washington. "So that speaks pretty loudly and clearly."

If the Assad regime is serious, he said, it should inform the U.N. peace envoy, Lakhdar Brahimi of its readiness for talks. Ventrell said the regime hasn't done that yet.

Andrew Tabler, a fellow at the Washington Institute, said called the offer "a sign of weakness."

"I think everybody knows, including Bashar Assad, that they (the regime) can't hang onto the whole country," Tabler said.

Mustafa Alani, an analyst with the Gulf Research Center in Geneva, said the regime has "reached the conclusion that they are heading toward a major defeat eventually, and this is the right time to negotiate."

"They are not losing miles every day, but they are losing substantial ground every day. So the regime is not genuine (in its offer) because it has changed, it's genuine because it is responding to a major shift in the balance of power on the ground," he added.

Alani cautioned, however, that the regime is also eager to keep the idea of talks alive in order to forestall any Western decision on arming the rebels. As long as the possibility of negotiations is still on the table, the U.S. and the European Union ? which have so far provided only non-lethal aid ? will be reluctant to open the flood gates on weapons for the opposition, he said.

"The whole regime tactic is to delay supplying arms, to buy time," Alani said. "The regime can show good will. Whether they're a viable partner or not is a different story."

It's also unclear who exactly the regime would sit across from at the negotiating table.

The dozens of armed groups across Syria fall under no unified command and do not answer to the Syrian National Council, an umbrella group of opposition parties that the West recognizes as the legitimate representative of the Syrian people.

At least one group offered a lukewarm response Monday to al-Moallem's proposal.

The head of one group, Free Syrian Army chief Gen. Salim Idriss, said he is "ready to take part in dialogue within specific frameworks," but then rattled off conditions that the regime has rejected in the past.

"There needs to be a clear decision on the resignation of the head of the criminal gang, Bashar Assad, and for those who participated in the killing of the Syrian people to be put on trial," Idriss told pan-Arab broadcaster Al-Arabiya TV.

He said the government must agree to stop all kinds of violence and to hand over power, saying that "as rebels, this is our bottom line."

Syria's 23-month-old conflict, which has killed more than 70,000 people and destroyed many of the country's cities, has repeatedly confounded international efforts to bring the parties together to end the bloodshed. Russia, a close ally of Assad and his regime's chief international advocate, offered Feb. 20, in concert with the Arab League, to broker talks between the rebels and the government.

With the proposal, which the Kremlin would be unlikely to float publicly without first securing Damascus' word that it would indeed take part, Moscow ratcheted up the pressure on Syria to talk to the opposition.

Russia has shielded Assad's government from U.N. action and kept shipping weapons to the military, but it is growing increasingly difficult to protect the regime as the violence grinds on.

Russian Foreign Minister Sergey Lavrov repeated his call Monday for Syria to negotiate with the opposition, saying before meeting al-Moallem that "the situation in Syria is at a crossroads now." He also warned that further fighting could lead to "the breakup of the Syrian state."

Past government offers for talks with the opposition have included a host of conditions, such as demanding that the rebels first lay down their arms. Those proposals have been swiftly rejected by both activists outside Syria and rebels on the ground.

Both sides in the conflict in recent weeks have floated offers and counteroffers to hold talks on the crisis.

In a speech in January, Assad offered to lead a national dialogue to end the bloodshed, but said he would not talk with the armed opposition and vowed to keep fighting. The opposition rejected the proposal.

This month, the leader of the Syrian National Coalition, the umbrella group for opposition parties, said he would be open to discussions with the regime that could pave the way for Assad's departure, but that the government must first release tens of thousands of detainees. The government refused, and even members within the coalition balked at the idea of talks.

Speaking to reporters Monday in Cairo, SNC chief Mouaz al-Khatib accused the regime of procrastinating and said it had derailed his dialogue offer by not responding to the coalition's conditions.

"We are always open to initiatives that stop the killing and destruction, but the regime rejected the simplest of humanitarian conditions. We have asked that the regime start by releasing women prisoners and there was no response," he said. "This regime must understand that the Syrian people do not want it anymore."

The coalition also finds itself at odds with its Western backers, and has said it will boycott a conference in Rome that is to help drum up financial and political support for the opposition. The SNC suspended its participation in the Rome meeting because of the indifference of the West and the coalition's Arab allies over the regime's attacks on the Syrian people in Aleppo and other cities.

Walid al-Bunni, a spokesman for the Coalition, said later Monday that the group has reversed its decision following a phone call between al-Khatib and U.S. Secretary of State John Kerry.

Al-Bunni told Al-Arabiya TV the decision was made based on guarantees al-Khatib heard from western diplomats that the conference would be different this time. He did not elaborate.

Kerry on Monday urged rebel leaders not to skip the meeting and insisted that more help is on the way.

Kerry made a public plea at a joint news conference with British Foreign Secretary William Hague and also called al-Khatib, leader of the Syrian Opposition Council, "to encourage him to come to Rome," a senior U.S. official said. The official spoke on condition of anonymity because he wasn't authorized to speak publicly on the matter.

Meanwhile, the fighting inside Syria rages on.

The Syrian Observatory for Human Rights activist group reported heavy clashes Monday near a police academy in Khan al-Asal just outside Aleppo.

Rebels backed by captured tanks launched an offensive on the facility Sunday. Observatory director Rami Abdul-Rahman said at least 13 rebels and five regime troops were killed.

In another part of Aleppo, rebels downed a military helicopter near the Mennegh airport, where there have been fierce clashes for months.

A video posted online by activists showed a missile being fired, a trail of white smoke and the aircraft going up in flames. Voices in the background shouted, "God is great!" as a man raised both hands in celebration.

The video appeared to be authentic and corresponded to other AP reporting.

The US Supreme Court declined on Monday to take up a case testing whether a century-long ban on political contributions to candidates from corporations violates corporations? freedom of speech.

The action came without comment by the justices.

At issue in the case was a section of federal election law that permits contributions of up to $2,500 from individuals, partnerships, and limited liability companies. But campaign-finance laws ban the same amount when coming from a corporate treasury.

The ban on corporate contributions to candidates has been in effect since 1907.

The case, Danielczyk v. United States (12-579), arose in the wake of the high court?s controversial 2010 decision in Citizens United v. Federal Election Commission.

In the Citizens United case, the Supreme Court ruled that corporations are entitled under the First Amendment to spend unlimited corporate money when making independent political expenditures during election season. The justices struck down a ban on such expenditures, saying that corporations enjoy free-speech rights just as individuals do.

Critics say the ruling opened the floodgates to independent expenditures by advocacy groups organized as corporations, drowning federal elections in massive amounts of corporate money that has funded a blitz of independent political advertisements.

In Danielczyk v. US, lawyers had sought to extend the Citizens United decision to lift a ban on corporate contributions to candidates.

The issue arose in a case filed against two corporate officers who allegedly sought to channel funds from their company to support Hillary Rodham Clinton during both her reelection campaign in the Senate and her unsuccessful run for the Democratic presidential nomination in 2008.

William Danielczyk and Eugene Biagi were officers of Galen Capital Group and Galen Capital Corp., both of Nevada. According to briefs in the case, the men hosted fundraisers for Mrs. Clinton in 2006 and 2007.

Mr. Danielczyk asked his employees to attend the fundraisers and assured them that they would be reimbursed for the amounts they contributed to the Clinton campaign, according to the indictment.

The indictment charges that the employees served as ?straw donors? who were reimbursed $156,400 in corporation funds for their contributions to the Clinton campaign. The corporate officials listed the repayments to their employees as consulting fees. The repayments to the staff were slightly larger than the amount of the political contributions.

The Clinton campaign was unaware of the scheme, according to the government?s brief. Clinton campaign officials reported the funds as legitimate contributions.

After Danielczyk was charged in a seven-count indictment, his lawyer challenged one of the counts that accused him of knowingly contributing corporate money to a political campaign.??

The lawyer argued that the ban on corporate contributions was unconstitutional in the wake of the high court?s decision in the Citizens United case.

A federal judge agreed, ruling that if a $2,500 contribution given by an individual was not a source of corruption, then a similar $2,500 contribution given by a corporation could also not be a source of corruption.

The Fourth Circuit Court of Appeals overturned the decision. The appeals court said that other, earlier campaign-finance precedents that were not overruled in the Citizens United case were still binding law that upholds the ban on corporate contributions.

The high court action ? declining to take up the case ?allows the Fourth Circuit decision to stand.

US Solicitor General Donald Verrilli urged the justices to reject the petition for review. ?[T]he century-long ban on corporate-treasury contributions is a fundamental feature of campaign-finance regulation, and its approval by this Court should not be revisited,? Mr. Verrilli wrote in his brief.

    Telecom CEOs: US regulators better than Europe

    BARCELONA, Spain (AP) ? The CEOs of AT&T, Vodafone and Telefonica ? three of the world's largest cellphone companies ? say U.S. regulators are doing better than their European counterparts in promoting faster wireless data networks.

    AT&T CEO Randall Stephenson told an audience at Mobile World Congress, the world's largest cellphone trade show, that the U.S. practice of selling phone companies large swathes of space of the airwaves for perpetual use was helping encourage U.S. companies, including AT&T, to build out large networks using the latest "LTE" technology.

    By contrast, many European countries only lease out space on their airwaves for eight- to 15-year terms. The perpetual licenses in the U.S. give phone companies the incentive to invest, Stephenson said.

    Apple signals emerging-market rethink with India push

    NEW DELHI/BANGALORE (Reuters) - As BlackBerry launches the first smartphone from its make-or-break BB10 line in India, one of its most loyal markets, the company faces new competition from a formidable rival that has long had a minimal presence in the country.

    More than four years after it started selling iPhones in India, Apple Inc is now aggressively pushing the device through installment payment plans that make it more affordable, a new distribution model and heavy marketing blitz.

    "Now your dream phone" at 5,056 rupees ($93), read a recent full front-page ad for an iPhone 5 in the Times of India, referring to the initial payment on a phone priced at $840, or almost two months' wages for an entry-level software engineer.

    The new-found interest in India suggests a subtle strategy shift for Apple, which has moved tentatively in emerging markets and has allowed rivals such as Samsung and BlackBerry to dominate with more affordable smartphones. With the exception of China, all of its Apple stores are in advanced economies.

    Apple expanded its India sales effort in the latter half of 2012 by adding two distributors. Previously it sold iPhones only through a few carriers and stores it calls premium resellers.

    The result: iPhone shipments to India between October and December nearly tripled to 250,000 units from 90,000 in the previous quarter, according to an estimate by Jessica Kwee, a Singapore-based analyst at consultancy Canalys.

    At The MobileStore, an Indian chain owned by the Essar conglomerate, which says it sells 15 percent of the iPhones in the country, iPhone sales tripled between December and January, thanks to a monthly payment scheme launched last month.

    "Most people in India can't afford a dollar-priced phone when the salaries in India are rupee salaries. But the desire is the same," said Himanshu Chakrawarti, its chief executive.

    Apple, the distributors, retailers and banks share the advertising and interest cost of the marketing push, according to Chakrawarti. Carriers like Bharti Airtel Ltd, which also sell the iPhone 5, run separate ads.

    India is the world's No. 2 cellphone market by users, but most Indians cannot afford fancy handsets. Smartphones account for just a tenth of total phone sales. In India, 95 percent of cellphone users have prepaid accounts without a fixed contract. Unlike in the United States, carriers do not subsidize handsets.

    Within the smartphone segment, Apple's Indian market share last quarter was just 5 percent, according to Canalys, meaning its overall penetration is tiny.

    Still, industry research firm IDC expects the Indian smartphone market to grow more than five times from about 19 million units last year to 108 million in 2016, which presents a big opportunity.

    Samsung Electronics Co Ltd dominates Indian smartphone sales with a 40 percent share, thanks to its wide portfolio of Android devices priced as low as $110. The market has also been flooded by cheaper Android phones from local brands such as Micromax and Lava.

    Most smartphones sold in India are much cheaper than the iPhone, said Gartner analyst Anshul Gupta.

    "Where the masses are - there, Apple still has a gap."

    'I LOVE INDIA, BUT...'

    Apple helped create the smartphone industry with the iPhone in 2007. But last year Apple lost its lead globally to Samsung whose smartphones, which run on Google Inc's free Android software, are especially attractive in Asia.

    Many in Silicon Valley and Wall Street believe the surest way to penetrate lower-income Asian markets would be with a cheaper iPhone, as has been widely reported but never confirmed. The risk is that a cheap iPhone would cannibalize demand for the premium version and eat into Apple's peerless margins.

    The new monthly payment plan in India goes a long way to expanding the potential market, said Chakrawarti.

    "The Apple campaign is not meant for really the regular top-end customer, it is meant to upgrade the 10,000-12,000 handset guy to 45,000 rupees," he said.

    Apple's main focus for expansion in Asia has been Greater China, including Taiwan and Hong Kong, where revenue grew 60 percent last quarter to $7.3 billion.

    Asked last year why Apple had not been as successful in India, Chief Executive Tim Cook said its business in India was growing but the group remained more focused on other markets.

    "I love India, but I believe that Apple has some higher potential in the intermediate term in some other countries," Cook said. "The multi-layer distribution there really adds to the cost of getting products to market," he said at the time.

    Apple, which has partly addressed that by adding distributors, did not respond to an email seeking comment.

    Ingram Micro Inc, one of its new distributors, also declined comment. Executives at Redington (India) Ltd, the other distributor, could not immediately be reached.

    BlackBerry, which has seen its global market share shrivel to 3.4 percent from 20 percent over the past three years, is making what is seen as a last-ditch effort to save itself with the BB10 series.

    The high-end BlackBerry Z10 was launched in India on Monday at 43,490 rupees ($800), close to the 45,500 rupees price tag for an iPhone 5 with 16 gigabytes of memory. Samsung's Galaxy S3 and Galaxy Note 2, Nokia's Lumia 920 and two HTC Corp models are the main iPhone rivals.

    BlackBerry will target corporate users and consumers in India for the Z10, said Sunil Dutt, India managing director, adding that it will tie-up with banks for installment plans.

    Until last year, BlackBerry was the No. 3 smartphone brand in India with market share of more than 10 percent, thanks to a push into the consumer segment with lower-priced phones. Last quarter its share fell to about 5 percent, putting it in fifth place, according to Canalys. Apple was sixth.

    Stars hit red carpet as Oscar time approaches

    LOS ANGELES (AP) ? Hollywood's glitziest night got under way Sunday as this year's Academy Awards nominees hit the red carpet, with actresses Jessica Chastain and Amy Adams and closing-number performer Kristin Chenoweth among the early arrivals.

    Chastain, a best-actress contender for "Zero Dark Thirty," blew a kiss to cheering fans, who chanted "Jessica!" Composer Mychael Danna, a dual nominee for the score and theme song to "Life of Pi," joked with red-carpet host Chris Connelly that he was keeping his acceptance speeches in separate pockets of his tuxedo.

    Keeping them straight, Danna said, "is one of the reasons I won't be having any cocktails before I go in."

    Chef Wolfgang Puck showed off some of the food he'll be serving at the Governors Ball after the show, including baked potatoes with caviar, chicken pot pie with truffle and Kobe steak.

    "It's going to be the greatest party ever," Puck said.

    A giant black-and-white photo of Oscar host Seth MacFarlane towered over the carpet, and some of his family also were among early arrivals, including his sister and father, who wore a green plaid kilt.

    "It's not going to be too over the top," said MacFarlane's sister Rachel of her sibling's gig.

    Fans have pondered how far MacFarlane the impudent creator of "Family Guy," might push the normally prim and proper Oscars.

    MacFarlane may be a wild card, but as for the show itself, predictability could be the Academy Awards' middle name. This time looks the same, with clear favorites in the main categories.

    So Oscar organizers hope they've assembled a show that will be good time on its own performance merits, with wily, bawdy writer, director, animator, singer and all-around vocal talent MacFarlane as host and a ceremony packed with song and dance.

    The awards themselves do hold some potential firsts and other rarities.

    Ben Affleck's "Argo" looks like it will be an uncommon film to claim best picture without a directing nomination, while "Lincoln" filmmaker Steven Spielberg and star Daniel Day-Lewis are favored to join exclusive lists of three-time Oscar winners.

    If some longshots came in, the night could produce two more three-time acting winners ? Sally Field from "Lincoln" and Robert De Niro for "Silver Linings Playbook."

    There's also a chance of the oldest or youngest acting winner ever ? 86-year-old "Amour" star Emmanuelle Riva and 9-year-old Quvenzhane (Kwa-VEHN-ja-nay) Wallis of "Beasts of the Southern Wild."

    The ABC broadcast itself could set some fresh highs or lows. Oscar overseers keep talking about pacing and trimming fat from a ceremony that's dragged on interminably, approaching four and a half hours one year. Can they keep it tight and lively enough that viewers don't think about gouging out their eyes around the three-hour mark?

    And what about host MacFarlane? He's a classy, low-key guy in person, with an old-fashioned Sinatra-style singing voice that he'll no doubt put to use in a show that's shaping up as a music-heavy, Broadway-style celebration of cinema.

    Yet MacFarlane's career is built on pushing the envelope ? or crumpling it and tossing it in the trash ? as he's tested the boundaries of good taste with such brazen shows as his animated series "Family Guy" and last summer's F-bomb-laden blockbuster "Ted," which earned him a songwriting Oscar nomination.

    The result could be a fun night for younger, hipper TV audiences that Oscar organizers are courting but a crude awakening for traditionalists who like their Academy Awards to lean more toward the sacred than the profane. Or it could be that MacFarlane makes the most of the thankless task of shepherding the Oscars, striking a nice balance between respecting Hollywood and poking it in the eye.

    "I think a little bit of that injected into the mix will go a long way, but I do also have to be mindful, in this instance, of not losing the audience that's there every year," MacFarlane said amid a hectic rehearsal schedule. "It's a different audience from my own, but I do have to be respectful that they will be watching."

    So maybe it's an Oscar show that's shaken, but not stirred up too much. That might suit one of the evening's special honorees, British super-spy James Bond, whose adventures will be the subject of a tribute to mark the 50th anniversary of his first big-screen outing in "Dr. No." Adele will perform her Oscar-nominated title tune to last year's Bond tale "Skyfall," while the show features Shirley Bassey, who sang the Bond theme songs for "Goldfinger," ''Diamonds Are Forever" and "Moonraker."

    The show presents a salute to movie musicals of the last decade, with "Chicago" Oscar winner Catherine Zeta-Jones and "Dreamgirls" winner Jennifer Hudson joining "Les Miserables" cast members that include best-actor nominee Hugh Jackman, supporting-actress front-runner Anne Hathaway, Russell Crowe, Helena Bonham Carter and Amanda Seyfried.

    Oscar producers Craig Zadan and Neil Meron have lined up a bubbly mix of young and old Hollywood as presenters, performers and special guests ? from Barbra Streisand, Michael Douglas and Jane Fonda to "Harry Potter" star Daniel Radcliffe, "Twilight" star Kristen Stewart, and Robert Downey Jr. and his superhero colleagues from "The Avengers."

    Along with front-runners Day-Lewis as best actor for "Lincoln" and Hathaway as supporting actress for "Les Miserables," the other favorites are Jennifer Lawrence as best actress for "Silver Linings Playbook" and Tommy Lee Jones as supporting actor for "Lincoln."

    Affleck's thriller "Argo" is in line for best picture after winning practically every top prize at earlier honors. Hollywood was shocked that Affleck was snubbed for a directing nomination, possibly earning the film some sympathy votes, particularly from actors, who love it when one of their own succeeds behind the camera.

    The story of how Hollywood, Canada and the CIA teamed up to rescue six Americans during the Iranian hostage crisis, "Argo" would become just the fourth film in 85 years to claim the top prize without a best-directing nomination and the first since 1989's "Driving Miss Daisy."

    The best-picture prize typically ends the Oscar show, but this time, MacFarlane and Chenoweth will perform a closing number on the Dolby Theatre stage that producers Zadan and Meron called a "'can't miss' moment."

    Keeping the wraps on whatever surprises they have in store has been a chore for them and MacFarlane.

    "It's been difficult. The press, as you know, is very nosy and sneaky. They're always sniffing around trying to get any advance notice," MacFarlane said. "It's like (expletive) Christmas. Wait till Christmas morning. Don't spoil the surprise."

Not only that, but upbeat people attract other upbeat people, so by changing your attitude, you can set in motion positive reinforcement for a new and improved outlook. How great is your life already? Ask your heart. Your mind will tell you what you lack, which in turn will make you miserable. Your heart, however, will say, "Everything is perfect, just as it is. Let's celebrate!" To access this heart-driven attitude, become aware of how much there is to appreciate, right now. These five steps will help:

    1. Appreciate your friends.
    Your friends are the dancing arms of your heart. Relationships are everywhere, and chances are that you have friends in your life. Consider the qualities you appreciate in your friends and take a moment to savor their gifts in your life. Since these individuals are connected with you, they may share your attributes.
